The odds ratios come from logistic regression, rather than the simple proportions of the population or % differences. <br /><br />In logistic regression, when you have a categorical variable (like male or female; ethnicity, type of settlement, etc.) you put in a reference category. The logistic regression in this case tells you that if there is a change from the reference category to the next category, then the odds of the outcome variable change by so much. <br /><br />So, for example, the chart suggests that if one has tertiary education in some form compared to lower than tertiary education, you are about 1.63 times more likely to think that the collapse was a good thing for Georgia, with the other variables held constant.<br /><br />Hope this helps, and as always we're happy to answer questions.
