In the US and other countries a sign on every vehicle of some companies (UPS, buses, etc) is 'pasted' on the back as a decal, giving a hotline number to report bad driving by the company. "How do you like my driving?" type remarks can be made to this hotline, including positive remarks. <br /><br />That means exterior monitoring is done as well by others sharing the road.<br /><br />As for interior monitoring, spot-checks work if they are published, for example the new policies by Saakashvili to shame police who were still taking bribes...they were filmed and shown, as well as paying fines or jailed. Inside the bus the passengers should be informed and encouraged to bring incidents to the attention of the driver or else to note the time/number of bus, etc and report it to the hotline later.
